Meeting Minutes
Jackson Hole - Lawler
February 1, 2007
7:00 p.m.



Present: Mel Johnson, Al Rinta, John Koolmo, Kevin Turnock, Don Dudley, Frank Turnock, Earl Romness, Dean Tegland, Mike Freiberg, Phil Lippo. Roger Olson, Pete Seelen, Tony Kangas, Bill Kangas, Claudia Askevold, Allen Askevold, Maynard Ahonen, Dick Huhta, Orv Evensen, Leo Dahlberg, Cloyce Murdock, Rick Desjardin, Jim Gassert and Rita Butterfield.

Around the table introductions, guests Claudia and Allen Askevold and Maynard Ahonen, and new members Rick Desjardin and Tony Kangas.

Minutes of December 7 distributed and read. Omission of Phil Lippo being re-elected as director noted.
Motion by Kevin to approve as corrected, second by Earl. Carried.

Next years Christmas party has been scheduled for January 12, 2008, at Cromwell.

Frank reported on the most recent Alliance Meeting. The State has awarded to 70 mile new trail jointly to Itasca and Aitkin Counties. The information has just been made public, lots of work to do yet. There will be a call for Committee members, public hearings, etc. The DNR is handling the environmental work sheet. Money will start to be available in May 2007. Plans are for the trails to be open for 2008 season. Lots of questions are out there:
- Where will the trails be? - Liability issues?
- How much traffic will there be? - Speed limits?
- What about noise levels? - Who will police/enforce?

This will not be one continuous trail, but connecting some existing trails, extending some trails, mapping some new trails. When completed, trails will stretch from Grand Rapids to Little Falls.

Other ~

-“Ambassador Program” - anytime working on the trails, or just out riding, wear ATV Patrol vests.

-County Board will discuss the Ordinance No., 14 regulating the Rules and Safety Requirements of ATVs on the Carlton County portion of Soo Line Trails. Proposed amendment will include usage of Class 2 ATVs (900 - 1500 lbs), and prohibit consumption of alcoholic beverages while operating ATVs.

- Phil made a new set of stencils for painting directional arrows on pavement. Thank you Phil.

- DNR Grant - First half has been approved in the amount of $12,285. Carlton County will get the larger portion of this for work completed. We can try for the Polaris Grant again in March.

- ATVAM Visionary Conference at Cragens - reservations due today.

- Outhouses still in the plan along the trail. Still no decision regarding buy? Rent? Contract for cleaning?

- Trail Signs - Aitkin Co is using white on blue. Discussed several combinations. Motion by Mike, second by Don, to use green signs with white letters. Carried.

- Motion by Dick, second by Earl, to reimburse expenses incurred for meetings. Carried.

- Motion by Mike, second by Earl to purchase another 12 safety vests. Carried. Orv will purchase.

- ATV Training - McGrath April 14; Tamarack end of May; contact will be made with Carlton County Sheriff’s Office for date in Barnum, most likely end of May.

- Pete Seelen showed a jacket and discussed price quotes. Tabled.

Motion by Frank, second by Earl to adjourn. Carried.
