Meeting Minutes
Kettle River Bar & Grill
June 5, 2003
7:0O p.m.
Present:
Phil Lippo,
Darwin Chester, Lenny Kroska, Connie Skogman, Leo Butterfield,
Don Dudley, Orv Evensen,
Dick Huhta, Leo Dahlberg, Mel Johnson, Harold Bergstedt, Jim Gassert,
Becky Lourey and Rita Butterfield.
Old Business:
1) AITKIN COUNTY SOO LINE - We need to follow up with this and
continue to pursue
the use of ATVs on the Aitkin Co portion of the Soo Line Trail
during the winter months. Jim will contact Roger Howard, Land
Commissioner, Aitkin Co., Mel J will contact some of the Commissioners,
Dick,
Phil and Don will attend meetings.
2) STURGEON
LAKE - City wants to post speed limit (ATVs) signs throughout
the city in an attempt
to slow them down. They feel doing this may solve some of the
problems they are having.
3) Moose Lake
City Parks Commission - Drafting
ordinance for ATV use within the city limits. This would
include (but not be limited to) having designated trails in/out/through
the city, riders must be 16, have legal drivers license,
wear
helmet, lights on, and speed limit not to exceed 15 mph.
There has also
been some talk of a DNR trail through the city.
4) Jeff Schaffer
will get our tax exempt paper work done. Perhaps will do
our auditing for us as well, at a fee of $28/hour.
5)
SOO PIT -
The public comment
period has passed, DNR Regional folks (water, plants,
etc specialists) viewed the area along with County Land Commissioner
and other
locals. Satisfied that our intentions are as stated in
the grant application.
They suggested there are 2 locations that require culverts.
The entire process now moves on to Brainerd then to the
Grand
Rapids
offices. Les Ollila is on vacation at this time so will
probably take 4 - 6 weeks yet before we hear anything more.
Discussion regarding neighbor to the north, Dave Lund, concerned
about
pick- ups, etc.
and traffic through into his property. Motion by Leo,
second by Orv to put gates across the north end of the pits.
Motion
carried.
6) SENATE
BILL 850 - Darwin reported this passed, ATVAM is
reviewing at this time. Signs will be required on all
trails. DNR will
be reviewing trails in State Forests, closing certain
trails as they
deem necessary. At this time, most trails remain
open. Can continue to ride ditches unless otherwise posted. Perhaps
we
as a club
need to ask our County Commissioners for a county-wide
ordinance regarding
ditches and shoulders. Could also suggest ATVs ride
the
gravel county roads at no more than 20 mph. SECRETARY REPORT
- Minutes
of May 1 2003 reviewed. One correction - under Old
Business - E - Phil is working with the city of Cromwell, not
Dick
as stated.

also presented a year-end recap for discussion and approval.

Lenny, seconded
by Don D to approve both secretary and treasuer
reports as presented. Motion carried. At this time, Becky
was brought
up
to date on
the entire Soo Pit Project . She was impressed
with all
we
have done.
She also gave her opinion as to the SF 850
bill and what she reads from it. 7) County Fair
- We determined to let this go
for this
year. It is very difficult to get someone to stay
with
a booth during that time, and if we can't commit to the
time, there
is no point in trying to do it.
NEW BUSINESS:
1) 50/50 TICKETS
= ATVAM is again raffling off an ATV. They will
let us sell up
to 500 tickets
for $2 each, $1 goes to our club. Orv will
be in contact with ATVAM to get tickets and make them available
to
anyone
who wants to sell
them.
2) MEETING
LOCATION - Perhaps we can get
our meeting attendance up if we meet in local community
centers. Darwin
will
check the
usage of the Barnum Community Center, Dick
has already
said the Cromwell Pavilion would be available and Jim checked with the Moose
Lake City Office. Cromwell and Moose Lake locations would be available
at no cost, we'll know more about Barnum next meeting. At that
time, we will need to come up with location. If we are trying to
promote 4-wheeling as a family sport, we need to meet in "family
friendly" locations.
3) RIDE FROM
RED OAK - The June 14 ride originally planned has been canceled
for reasons
beyond the Club's control.
Lenny suggested a ride from Denham Run
to the Soo Pits, perhaps August 2nd.
4) PANCAKE
BREAKFAST - Darwin reminded
of the Lions'
Club Pancake breakfast at the Moose Lake
Fly In - Drive In day on June 21. Said ATVs are welcome.
5)
MEMBERSHIP REMINDER - It
is time to renew memberships - $10
single/family. We
will not be handling the ATVAM renewals.
New memberships continue to be $25
as we do collect for ATVAM then. 6)
ELECTION OF OFFICERS - Will be tabled
until July Meeting.
7) WEB SITE - Ted Saari has indicated
he is willing togive up being web master. Club members to see
if anyone would be available in this area to take this on. Bring
information
back to July meeting.
